Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Immense energy is allocated on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nocturnal Warfare
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by current data. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through Western nations. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't hit its mark this time, sparing the city from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are demonstrably unable to fill in the near term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.
Every new proposal from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, no doubt, persist.
Tactical Assessments
It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a premise familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through statements or actions, from believing that the current condition will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its advantage.
Current Realities
Realistically, there are no genuine requirements for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to terminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, primarily depend on continued Western support.
